The Challenge
Across Somalia and other fragile contexts where PHASE operates, weak governance systems and limited institutional capacity constrain effective service delivery and development outcomes. Gaps in coordination, accountability, and resource management often reduce the ability of institutions to respond to community needs, particularly in crisis-affected areas.
