The Challenge
Across Somalia and other fragile contexts where PHASE operates, conflict, social fragmentation, and resource-based tensions continue to undermine stability and development. Competition over scarce resources, displacement, and weak local conflict resolution mechanisms often lead to disputes that disrupt livelihoods and erode trust within and between communities.
