Across Somalia and other fragile contexts where PHASE operates, limited availability of reliable data, weak policy frameworks, and gaps in system capacity hinder effective decision-making and development planning. Without strong evidence and coordinated systems, interventions risk being inefficient, fragmented, or unsustainable.
